I have the honour to invite your attention to the enclosed draft Treaty of Establishment and Navigation which is to be submitted to the Chinese Goverment, and to the muɔrandum by the Board of Trude, together with a copy of a letter dated 20th November, 1945, addressed to His Majest ̧ 'v Ambassador at Chunking which accompany it.
2. It will ce noted that the Treaty defines British nationals as thosì persone only who belong to territories to which the Treat applies. It does not therefore apply automatically to persons in territories other than Great Britain and Nordsm Ireland, unless notice of extension is given. 14 Nill also be noted that I have had to agree to its au matic extension to Malaya, Hong Kong and Borso.
3. You will no doubt adviso me if you have any observations *ɔ make. I should we grateful if comments could be furnished as soon as possible as the draft Treaty is now about to be submitted to the Chinese Government.
